The Cape Winelands District is “disaster ready”

The Disaster Management division of the Cape Winelands District Municipality (CWDM), in partnership with Santam and representatives from the Breede Valley Municipality, hosted a successful disaster simulation* exercise.
The simulation is a learning exercise that enables all role-players to evaluate response, communication, cooperation and collaborative responses during a disaster situation. The scenario for this simulation was a reenactment of a collision between an oil tanker and a small truck containing a few passengers and took place just before the weighbridge outside Rawsonville on the old N1.
The partnership between Santam and the CWDM is aimed at initiating projects that identify and mitigate risks. This particular simulation looked at ensuring the protection of lives, property and the environment during an accident involving hazardous material. The CWDM’s Disaster Management division and Pieter Smit of SIMU3 planned and initiated this event.
The first phase included the identification of all role-players and a ‘tabletop’ exercise prior to the day of the simulation. The procedures followed are prescribed by the Incident Command System, which is an internationally accepted system of managing incidents and events and applied by disaster responders.
The incident was declared at 10:18 and the first responders on the scene immediately implemented safety protocols. This included closing the road, dispatching the necessary resources and securing the scene, which needs to be done before casualties can be attended to and, in the case of hazardous material, requires the immediate application of vapour suppressant. Once this was completed, the EMS team could safely evaluate and treat patients while the fire services, assisted by Spilltech, continued with the isolation, diking and damming of the hazardous material. To add some authenticity to the day, a group of students from Stenden South Africa fulfilled the roles of injured patients and ‘pushy’ journalists. The event was demobilised by 11:25.
Many role-players are involved in any rescue operation, and this simulation was no exception. Responders included Rawsonville SAPS, EMS, FPS, provincial and local traffic services, Breede Valley Municipality’s Fire and Communications services, and the Fire, Disaster and Communication services of the CWDM. Had this been an actual incident, it would have posed a significant risk to the environment and therefore representatives from the departments of Agriculture and Environmental Affairs were also on the scene.
The CWDM’s Executive Director: Community Development and Planning Services, Mr Pietie Williams expressed the participant’s gratitude to Spilltech, GRW and Du Toitskloof Wines for their involvement in and support of the exercise. “Thank you to the private industries that without hesitation agreed to form part of this vital exercise.”
During the debriefing on the day after the simulation, Mr Pieter Smit of SIMU3 who was contracted by Santam to conduct the simulation and evaluation stated, “All role-players performed at 100%. Everyone knew what to do and when to do it. I extend my congratulations to all involved.”
*Simulations are held to ensure that all services are at the ready to respond, and although the aim is to create a scenario that is as close as possible to reality, please note that no oil or any other hazardous product was used at any stage.

Die Kaapse Wynland Distriksmunisipaliteit is “rampgereed”

Die afdeling Rampbestuur van die Kaapse Wynland Distriksmunisipaliteit (KWDM), in vennootskap met Santam en verteenwoordigers van die Breedevallei Munisipaliteit, het ’n geslaagde simulasie*-oefening van ’n ramp uitgevoer.
Die simulasie is ’n leerkurwe wat alle rolspelers in staat stel om reaksie, kommunikasie, samewerking en medewerkende reaksies tydens ’n rampsituasie te evalueer. Die scenario vir hierdie simulasie was ’n reproduksie van ’n botsing tussen ’n olietenkwa en ’n klein vragmotor met ’n paar passasiers, en het net voor die weegbrug buite Rawsonville op die ou N1 plaasgevind.
Die vennootskap tussen Santam en die KWDM is daarop gemik om projekte vir die identifisering en versagting van risiko’s saam te stel. Hiérdie simulasie se oogmerk was die beskerming van lewens, eiendom en die omgewing tydens ’n ongeluk wat gevaarlike materiaal behels. Die KWDM se afdeling Rampbestuur en Piet Smit van SIMU3 het die geleentheid beplan en van stapel gestuur.
Die eerste fase was die identifisering van alle rolspelers en ’n ‘lessenaar’-oefenlopie voordat die werklike simulasie plaasgevind het. Die prosedures wat gevolg is, word bepaal deur die insidentbevelstelsel, ’n internasionaal aanvaarde stelsel om voorvalle en gebeure te bestuur en wat toegepas word deur diegene wat op rampe reageer.
Die voorval is om 10:18 verklaar en die eerste respondente op die toneel het onmiddellik die veiligheidsprotokolle geïmplementeer. Dit het onder meer behels dat die pad gesluit is, die nodige hulpbronne versend is en die toneel beveilig is, wat eerstens moet plaasvind voordat daar na beseerdes omgesien word, en in die geval van gevaarlike materiaal moet ’n dampe-onderdrukker onmiddellik aangewend word. Nadat dit voltooi is, kon mediese nooddienste die beseerdes veilig evalueer en behandel terwyl die brandweerdiens, bygestaan deur Spilltech, kon voortgaan met die afsondering, indyking en afdamming van die gevaarlike materiaal. Om die voorval meer geloofwaardig te maak, het ’n groep studente van Stenden South Africa die rolle van beseerdes en ‘voor op die wa’ joernaliste vervul. Die gebeurtenis is teen 11:25 gedemobiliseer.
Baie rolspelers is tydens enige reddingspoging betrokke, en hierdie simulasie was geen uitsondering nie. Respondente het Rawsonville SAPD, mediese nooddienste, brandbeskermingsdienste, provinsiale en plaaslike verkeersdienste, Breedevallei Munisipaliteit se Brandweer- en Kommunikasiedienste, en die Brandweer-, Ramp- en Kommunikasiedienste van die KWDM ingesluit. As dit ’n werklike voorval was, sou dit ’n aansienlike risiko vir die omgewing ingehou het, en aldus was verteenwoordigers van die departemente Landbou en Omgewingsake ook op die toneel.
Die KWDM se Uitvoerende Direkteur: Gemeenskapsontwikkeling en Beplanningsdienste, mnr Pietie Williams, het namens die deelnemers dank betuig teenoor Spilltech, GRW en Du Toitskloof Wyne vir hulle betrokkenheid en ondersteuning van die oefening. “Dankie aan die private entiteite wat sonder huiwering ingestem het om deel van hierdie uiters belangrike oefening te wees.”
Tydens die nabespreking op die dag na die simulasie, het mnr Piet Smit van SIMU3, wat deur Santam gekontrakteer was om die simulasie en evaluering uit te voer, gesê, “Alle rolspelers het hulle werk 100% verrig. Almal het geweet wat om te doen en wanneer om dit te doen. Ek wil graag aan al die betrokkenes baie geluk sê.”
*Simulasies word gehou om te verseker dat alle dienste gereed staan om te reageer, en hoewel daar gepoog word om ’n scenario te skep wat so na as moontlik aan die werklikheid is, moet daar op gelet word dat geen olie of ander gevaarlike produk op enige stadium gebruik is nie.
